I have Windows Vista.
I went into safety mode and tried to run disk defragmenter, but nothing happened. I would right click and press open, but it acts as if I did not do anything. Nothing happens.

Have you tried runing in normal mode;
Can you run if you right click and select "run as Admin"
How much free space do you have on the drive. I believe defrag needs a min of 16% free space ( but I believe it should run but give a message - "not enough free space"

Have you tried going to the directory and select the dot exe program ( Link may have been broken).

^Use the "Runs as admin", or use another disk defragmenter. Perfect disk is good, and tuneup is good too.

You could have a problem in your registry. Try downloading ccleaner and scanning your registry.

Another good 3rd party program is defraggler.
