There is no basis on which one can be termed better from the other.. DirectX is more practised compared to opengl due to more available directx programmers..

This question depends on what you are talking about. It's like asking if blue is better than red. For what purpose?

Well personally I use my computer for gaming and Image rendering and things like that.

Where is the option to use either one of those that you need to pick from?

Video cards support both formats, and the game and program pretty much dictate which one they use. For the most part, DirectX will be faster in most games under most drivers. OpenGL is used in more scientific programs like gene modeling under UNIX/LINUX, but is used for some games as well, just not nearly as many as ActiveX.

That pretty much answers my question. Thank you.

I would say Open GL for the rendering...
