Toshiba Satalite A85-s107 CPU overheating

Im working on a Toshiba Satalite A85-s107 and When I power the computer on te fan starts up but once it hits the bios screen the fan stops and doesnt go back on. I took the fan out and there was a mat of hair dust and tar connecting the fan to the heatsink. I cleaned the fan along with the heatsink, butthe fans still stops. m thinkingthe fan is just dead. Before I manged to get the fan going and stay going buy changing the bios to default and then restarting but when it boots from being turned off it stops. Am I correct that the fan is probally toast?
