While viewing a web page I was told by the system that to view all of the
content correctly I must install the Japanese language pack. It then gave
the options to quit or install. I have a couple of questions. Are the
language packs already on the computer ready to be installed? What is the
disadvantage of installing language packs?

The language packs are basically fonts that help you view the homepage as the
homepage designer intended. Sometimes the fonts (language packs) already
installed in the computer you are using are not enough and the download will
not harm your computer or the other programs running.
