[Solved] Remote Desktop not enabled????

so I was setting up remote desktop for a friend.....on the computer to be connected to, I went into the remote settings to enable it, yet the option to enable it that usually appears (under the remote assistance checkbox) just didn't appear

anyone know

a) why this would occur

and

b) how to fix this???
