Picture quality issue..

This is actually a question from my brother in New York City.
He says that on some programs he has noticed that anything that's dark
or black essentially disappears on his set. It does not do it on all
programs on all stations which leads him to believe this might be a
transmission issue. In particular, he said the hair on Teri Hatcher on
ABC's Desperate Housewives just disappeared. It was like there was
nothing on the screen there at all. Same thing for some shots in Alias.
