Your post and the one above it are talking about totally different IP addresses. The original post - and the one you can see by typing cmd /k ipconfig /all in to the Open box and pressing Enter - is the internal IP, given to your computer by your router. The address you found on the Internet is the external IP which is given to you by your Internet Service Provider when you connect and log in.
If you can't bring up an Open box to get into the command line, you have a serious problem and need to restart into Safe Mode and run some malware scans. Post back for more advice on that if you need it.
