How can i remove the old and then install the new os when my system is low on virtual memory

First it may be easier to try increasing the virtual memory.

start-->right click my computer-->properties-->advanced-->performance settings-->advanced-->change virtual memory

Try increasing the amount of virtual memory and see if that fixes your problem. If not then we can progress from there. Reinstalling windows is a bit drastic for a virtual memory problem.
