When I type 'msconfig' in 'run' window I get the above message. Have also searched the computer for it and don't seem to have it at all! Am running Windows Vista Home Premium. Any suggestions?
Closest thing I can find is 'ILaunchMsConfigElevated' in Registry Editor.

two ways in vista
In the search bar
Start - programs - accessories - run

otherwise perhaps msconfig is not on the machine for some reason
have a look here
c:/windows/system32
should have a file called msconfig.exe

otherwise you may have been infected by a virus which has altered the registry
