I'm trying to clean out my hard drive on an old Compaq XP desktop, it has a recovery drive (D:). Will this drive contain the information for the OS to re-install upon wiping out the main (C:) hard drive?

Yes. You don't need to do a manual format, just start the restore using that partition.
