Contact your system administrator!!???

for some reason, i am now unable to install or uninstall certain programs, specificaly games. i get messages like: this installation is forbidden by system policy,or:unable to install installshield scripting runtime. solutions on the web have sugestested accessing these files as system administrator, but i already am. i have tried creating new user accounts with admin control, but this has not done anything. i have also tried instlaling and reinstalling windows installer, but this for some reason wont work either. i am convinced i have accidentally enabled or disabled something, but i have no idea what it couldve been. also i have tried numerous reboots, and this has done nothing either.
anywho, if you have a solution it will be much appreciated,

Try booting into safe mode w/ networking and see if you can do it with your account.

You also may want to run a virus scan while you are there.
