I have a Windows Vista operating system with Intel Pentium Dual Core Inside so can I download msn Messenger and if I can where because it didn't work last time I tried.

It's called Windows Live Messenger now and is part of Windows Live Essentials. Download and install that package.

Yes you can, but only install the MSN, not the aditional components.
