According to Microsoft I should have Media Center loaded on my laptop as part of Vista Home Premium. This feature does not appear to be included with the version I am running. How can I get a safe download of Media Center?

Sounds like you downloaded Tiny Vista or something similar. I don't believe you can add WMC if it wasn't part of your installer disc.
