CPU-Z Frequency

Why does my CPU-Z information list my i7-950 processor at 1.6ghz and not the stock 3.07ghz? Is it really running that slow? Additionally, how do I go about fixing this? I'm new to CPU-Z and the help is appreciated. Thanks.

That's the Intel speedstep technology. It downclocks the CPU when it's not needed, to minimize the power draw.
