Applications could not be located in WININET.dll

When i started my laptop(Windows Vista Basic OS) this morning and clicked on Internet Explorer i got the following message - 'The procedure entry point InternetCloseHandle could not be located in the dynamic link library WININET.dll '
Similar message gets displayed while starting other Applications also and due to this problem i'm not able start all these applications.
And when i try to go to My Computer, My Documents, My Pictures, etc like folders i get the message - 'Class not registered'.
Please i desperately need some help to overcome this problem...

Did you add any hardware and/or software to your laptop yesterday?

No i didn't add any software or hardware. i just kept my laptop on the whole night for downloading a file.

I suspect you might have to use the System Restore function to the last good configuration.
Depending on what that file was and where it came from, you might have picked up a computer virus.
