Hello,
I've got two Cisco 2950s with GBICs in them and I've never been able to get a fiber connection through them. I'm currently using fiber converters to get in and out of the switch to the patch panel. Any ideas? The GBIC port does not see the fiber signal.

take a fiber and loop the tx to the rx on the same gbic and see if the interface comes up... if it doesn't you probably have a bad gbic. Make sure you are using the right type of fiber cables with your gbic...
