Power supply very noisy?

Hey guys, I just threw a new supply into my computer replacing a VERY VERY quiet 430W Corsair (http://www.newegg.com/Product/Product.aspx?Item=N82E16817139026)

The fan seems to be running at max speed and I'm pretty sure it's not under full load, any way I could turn it down so it's not anywhere near as noisy as it's being? It really seems to be going on at full blast.

All PSU fans always run at - edit - a speed you don't get to choose - end edit - and there is little you can do about it unless you have an advanced knowledge of electrical engineering.

You would be better off trying to return the new PSU and get your money back and then research another high quality PSU in that wattage range that reviews say are pretty quiet.

You must have been one of the unlucky ones to get a noisy fan, just RMA the thing, it should not be loud on start up.
