Trying to migrate to a new pc. Microsoft XPSP2 file and settings transfer wizard reopts unable to copy NTUSER.DAT and to copy it manually. When this is tried copy is prevented with "File is in use by another person or programme"

How do I work around this one?

The problem is 'cause you are log on with the users that you are transer. Create another administrative account and run the file transfer wizard.

I tried that idea. Still will not let me copy NTUSER.DAT to complete transfer
