Reformatted Windows vista, can't find 2nd hard drive

I just reformatted windows vista. My sata hard drive is fin (main hard drive and it's partition for data). however, my 2nd hard drive, EIDE I use for back up is not listed in my computer. I went to admin tools, and disk management and I see it there, and it shows HEALTHY. I right click it but on get HELP, not assign drive letters, etc. I have went to device manager and tried to disable, re-enable. uninstall it, reboot and have windows find it(which it does and it installs drivers) but I can't get it to be assigned a drive letter. Any help at all?

Has it been partitioned and formatted?

If it shows up in the Disk Management, right click on the drive to the left and tell it to initialize. This should resolve the issue.
