I have an asymmetric cable connection -3 Mbit down but only 250 Kbit
up; can I make a decent Quake III server with this kind of connection?

If I can, why am I getting a lot of lag?

That should be good for about 4 players. Why do you get a lot of lag? I
don't know, what are you doing? Are you connecting to the server from
another box? How far away is it? Are you connecting to a dedicated server
from the same box? That would cause it. More info needed on your setup.

Should be good enough for more than 4 players I think. Just checked my
download in a 2 vs 2 game and it was only 2-3 KB/s.

The default rate for a Q3 server is about 3k/sec... You can change this
to allow more, or less... though allowing less could screw up the faster
players...

It's probably enough bandwidth to comfortably handle 8 players... maybe
a few more if you're confident of your connection...
