E6420 is one of the best CPUs out there(actually my dream CPU )and will not bottleneck anything but it depends on what you call bottleneck!
By all means, it's more than enough for a X1950XT.

I don't think you have a problem.

The higher the resolution the less risk of CPU bottleneck, so tell us which resolution you use.

It depends on the games too, some are more CPU-intensive than others.
