Why have women speaking before songs windows XP

For some time now, on some but not all songs , and ringtones, which I either downloaded (paid) from supposedly reputable sites, as well as ones I put on the computer from my own commerical c/d collection, and then used minitones to create, Have a voice over at the start and then sometimes 10-20 seconds later, a Woman with a British accent, saying somethitng to the effect " ADius , medius, danno : difficutl to google when I'm no totally sure what she is saying -its clear, loud but not standard words
