Computer will not get past Windows XP Loading...?

Specs of computer:
Case: Cooler Master Elite 334 Nvidia Edition
PSU: Thremaltake Purpower 430W (Will replace later...)
CPU: AMD Phenom II X2 550 BE (@ 3.1GHz)
Motherboard: Biostar TA790GX 128M
HDD: 40GB Samsung (iunno model number) + WD Caviar Blue 640GB (storage)
RAM: 2GB (512MBx4) DDR2 667MHz
GPU: ATI Radeon X600 (@256MB) (Will replace later...)

lulz. I know my GPU is old, will buy a new one once ATI released the 5xxx series. Price drops for sure!

So anyway, back on topic. I recently, decided, and created a new computer. Basically, the only things new are the CPU, Motherboard, Case and PSU. Everything else was from my old, Dell Optiplex GX280. The specs of it are:
PSU: 350W
CPU: Intel P4 (@3.4GHz)
Motherboard: ? (not sure...)
HDD: Same as new computer as it has been moved.
RAM: Same thing as well.
CPU: ATI Radeon X300 (@ 64MB)

So I know for sure, the RAM is compatible. GPU, works as well. And the last thing I would suspect is the HDD. Maybe is it drivers? But right now, I am not sure what the problem could be...

So right now, it just won't get past the loading part of Windows XP. The loading bar moves and all, but then, a few seconds laster, it will restart and go back to the beginning just as if it had just turned on. I don't know what the problem could be. We tried using the Windows XP CD and repair my copy of Windows XP.... But that didn't really help. All it did was allow us to see the bar move instead of just freezing and then restarting...

What could be the problem?
