Remove partion on external hard drive

I have installed a new larger hard drive to my pc and installed windows 7 and I wish to use my old 250mb
hard drive as an external usb drive this hd has windows Vista on it and when I connected it ''my computer''
would only read the first 1.99 mb up to the partition. how can I remove the partition and format the 250mb
through the usb2 connection.

You should be able to do this through "Disk Management" (right-click on "My Computer" and select "Manage").

use computer management to remove the partition and re create another one
