Good budget PSU?

I'm not entirely sure how much wattage I'll need for a build I'll be doing for my dad. He'll be using this PC for almost entirely music, web browsing, and watching netflix/DVDs. I've got a spare mobo and Athlon II X4 640 that I'll be using, as well as a 3.5" drive and a spare optical drive. So the minimum is a few SATA power connectors and a some molex connectors for fans. I'll be grabbing a budget GPU as well, but I probably won't be needing a PCI-connector.

Any recommendations? I'd like to keep the budget to $30 (+/- 5).

That's one I was looking at, but I'd rather not have to deal with rebates. Sorry I didn't mention it above. I'll be on the lookout for sales/promos. Definitely thinking about getting that one if it ever goes on sale.

It does every now and again, still have one in the back of the car from the last time they were $30 on a Shell Shocker deal
