Will an indoor antenna be suitable for these types of HD PC cards?

Depends. What sort of reception do you get with an indoor antenna on a
regular TV? How far are you from the station's transmitter? If
necessary, can you put up an outdoor antenna? Be sure when you buy the
card that you have an option to return it if it doesn't work for you.

Is 20-25 miles too far to even try an indoor antenna? That's how far
the nearest tower is from me.

It depends. I am 37 miles from Chicago transmitters. I get no signal
with indoor antenna on main floor. But with Zenith Silver Sensor on 2nd
floor closet boosted by a pre-amp, I get most digital stations most of the
time. http://www.antennaweb.org/aw/Address.aspx can give you some idea of
stations, distance, direction, and antenna suggestions.
