Can't seem to show Russian

Hello everyone,

I have a problem with loading up some Russian texts. I email my friend who lives in Russia and I see his text just fine, while when I email my other friend his text shows up as random symbols which look like these äìèíèñòðàöè.
I tried to go the Regional and Language setting and install all of the Russian languages even have the keyboard set up, but unfortunatly it still won't show the text proparly.

Does anyone have any solutions to this problem?
