Make sure your user account has administrator rights.

use ctrl, alt, & delete to open the task manager. Start a new task and type explorer.exe

I have tried running explorer.exe and get access denied
I rebooted in safe mode and went on as administrator and still access denied
so now I am trying to reinstall windows but cannot get it
I reboot with my cd in the drive and the system reboots off the main drive (c)
I have done a restore to 2 months ago when this system was fine and still nothing
all else works if I go in thru DOS
any help is appreciated

Sounds like your computer boots straight from your HD, you need to change your boot order.

Restart the PC and keep pressing F2 until you see your BIOS menu, you can change the boot sequence from there, it's pretty straight forward.

^ True, but it's usually the delete key to get into the BIOS.

Yeah I should have mentioned that, on most computers it's F2 or Delete.
