I cannot open ANY program from "start" - get "class not registered"

Cannot download any program--tried to download new anti visus, spyware,trojan. Click on "save" but nothing happens. Computer novice here.

Help, please.

I assume the bad computer doesn't open the Internet Explorer.
However, since you obviously have access to a working computer give this a try...

You might have to print out the MS web page and read the print out as you are doing the procedure on the bad computer.
