Start> Control Panel > Regional and Language Options.

^This not change the languaje, only the keyboard input and time settings. For do this you need install your OS in spanish. Maybe you need a dual boot english spanish in this case.

Dependant on your OS, you can install language packs for Windows (I presume you use). I have and managed to convert my PC to croatian, japanese, russian and english.
