Ask your question:
Screensaver works with wired mouse; I installed a wireless optical mouse which allowed the screensaver to start before I did a Dell Restore on my computer two days ago. I reset the wireless mouse and unplugged the USB, also reset the receiver. I was told I didn't need a new driver. What can I do to make the screensaver come up?

The mouse is the reason your screensaver isn't loading up, it does sound like a driver problem, it can also stop system standby.
It has most likely happened because you installed then did a restore.

Try re-installing your mouse with the disk that came with it. If that doesn't work I'll suggest something else.
