How can I determine if I have a video card installed in my pc that supports dual monitors? And if so, will using a VGA splitter cable allow me to use either of them for differnt task?

What video card are you using?
Open device manager and look under video and list the card that is in use and post the results. I can use that info to help you further.

As for the splitter the answer is no. A splitter will only duplicate the original image on the other monitor.
