Do you just want to limit?

Do you know which hives, keys, subkeys or values?

You can restrict access by disabling regedit.

Doug Knox has created a script he freely distributes:

Hide the regtools.vbs file somewhere safe, where you know to find it. Double click to toggle regedit off and on.
