Please help me remove personal security

so I have a computer that has personal security on it. It wont let me do anything, it keeps asking for me to allow me to go to every website and its so annoying. I want to take it off but it wont uninstall i deleted the files in safe mode and now my computer wont boot normally, it still works in safe mode. some1 plz help me get this damn thing off and make it so i can log back in normally

i tried to do a system restore and that didnt seem to help any
