Just wanted to know if the PC has to be on in order for my daughters laptop to connect.

Only if you are using Internet Connection Sharing (which usually involves connecting the first computer to the router/modem and then connecting a second computer to the first by ethernet cable.

Assuming you have a router, the two computers are independent of each other.
