Control Panel (classic view)> Regional and Language Options> Regional
Options> Standards and Formats> Customize. That will take care of Windows
and most programs. For programs not using the new date format, check the
individual program's menus for a place to set your preferences.

Start>Control Panel (category view)>Date, time, language, etc>
Change the format of numbers, dates and times>Date tab.
Now click the Customize button to change the date setting.
When done, Click Apply and OK.
