shuffle players and Railgun speed (server admins)

Hi, I am running Q3 server with 2 MOD, Instagib plus and Quake III:
Advanced Server (http://www.q3as.com/)

here is my problems:
A. in Instagib mod, I can change railgun speed to 1000ms but I can't
have server shuffle players everytime change map, maybe someone here
know the commands?
B. in Quake III: Advanced Server instagib mod, I can shuffle players
everytime map changes, but don't know the commands to change Railgun
speed to 1000ms. it defaults at 1500ms

maybe someone here know those server commands, or point to me a MOD
that can do both, I don't want the MOD to requir client side
softwares.
