Is this a virus or false positive?

avg reported this on a brand new vostro 3450 which was on the internet for maybe 5 minutes before running scan and only safe websites like youtube:

avg will not move it to vault; says files too big for vault:

avg isnt a very good av.
there are better free 1s out there such as avira antivir
the only way to know if your catch is a FP is to submit it.
if you cant submit it scan with avira as it has a much better detection engine you can be sure if it pops up on that 2 then you have caught something.

is avira a system hog? or does it always need to run in background?

It's likely a false positive. However, running malwarebytes in safe mode with networking will give you a better idea. There is also a malware guide in my signature.
