Installing .net 3.5 on xp x64 problem

trying to install .net 3.5 sp1 on xp corporate x64 and i cant install it nor can i uninstall my previous .net version says error 1719 windows installer could not be accessed when i try to uninstall and when i try to install 3.5 it says

so to try and combat i tried to install windows installer to uninstall the previous version and it says that it was installed correctly, did not fix the problem so i tried to install MSXML 6.0 and it says windows installer could not be accessed and i also checked in services to make sure that windows installer was running im just at a loss for ideas...any suggestions or any more info u need let me know
