Unfortunately there is little to no GPU assist currently. It does a good job in previews of effects and such, but even on the programs that do support some video card assist the effect is about as small as having a 5% CPU overclock or lishgtly more/faster memory.
Minimal effect overall right now. There are dedicated render programs that use CTM and CUDA to leverage the power of the new GPUs but they are not for the average user.
ATi's AVIVO encoder despite initial hype, doesn't involve the hardare at all and is a software solution that uses the hardware as a product key of sorts. And actually it's quality is fine for quick rips, but anything archival I would use something more dedicated. I can't wait for it to help in converting for my PSP and my phone, where quality doesn't matter quite as much as on a big screen TV, but I gotta get the Mobile HD2600 first.

Well 'good' is a relative term right now, the X1950Pro is a good gamer that's also good at HD. The GF8600 and HD2600 will be very great at HD playback, but mediocre gamers. The GF8800GTX is a very great gamer, but just a good HD player. The HD2900XT is just a great gamera and a great HD player (still needs drivers and software updates like the GF8800 and GD8600 to maximize it's benefits though).
