Ics problems

Hello,
myt laptop wont connect to the internet. So i went to the control pannel, under services, to check the problem. and it says the ics has stopped working. i tried to press 'start the service', but it says it has started then stopped, i know some services stop automatically if they are not in use by other services or programs. what do i do to start it back up again ?

Internet Connection Sharing is typically used to allow one Internet Connected computer to share it's connection with another computer. Is the other computer turned off?
