Operating systems on a second hard drive

hi i want to use an external hard drive to store information on so that i dont clog up my laptop with loads of stuff, will i need to add an operating system to this as well as my laptop hd

No you can just use it as usual.
Just be sure that it is plugged in when you go to launch a program that is on it.
