Empty cd/dvd not detected but data cd/dvd is detected

i have some problem and i have been searching googling for some time but have not found the answer i have been looking for.

every time i insert an empty CD/DVD disk in the drive. the drive does not detect it and when i come to insert CD/DVD that got data on and its does detect that.

before some people say,'delete upper/lower filters' its already doesnt show up in the registry.

i would appreciate some answers to my problem before i replace it with a new one.
