Windows XP hanging on "Startup Scripts Running"

I am trying to boot up an XP machine in a corporate network environment. This particular machine was used for an employee on maturnity leave who remoted into it to do her work. The machine has a static IP address that needs to be changed to "automatic".

When taking her machine from the server room back to her old cube and trying to boot it up, I received a blue screen telling me to hit F8 to choose startup options. Nothing would work so we used a repair disk and repaired the OS.

After that, we attempted to boot it up again but it gets stuck on "running startup scripts" and doesn't want to move. I can open it in Safe Mode but no other mode seems to work.

Is there anything I can do in Safe Mode or anything else to cause this machine to boot up properly?
