I do believe they made Hitler man of the year, not too sure on Saddam. However, they made Hitler man of the year for good reasons. He helped Germany recover from the massive depression of the late '20s/early '30s etc. It's only during World War 2 that his more nutty policies come to light.

It's just like North Korean's Uday creating a Uday award for himself.
