I have made a clone of my windows xp home edition on a USB connected external drive. My system failed such that the power would not turn on. I the purchased a new computer and want to clone the system drive from my external disk to the internal hard drive. Are there any other steps i need to perform?

PS i have a windows xp upgrade cd which requires some prior version of windows, which i no longer have, be installed first

You can install XP from scratch using a Windows XP Upgrade CD. You can boot from the CD. You just need a CD with a previous copy of Windows.
