Unable to adjust date/time xp

Dell Inspriron Laptop, running XP
When I right click on the time to get to the option to adjust date/time, nothing happens, no editing screen pops up.
Any ideas?

Is your laptop company issued?
If so, maybe they locked you out of the system settings.
