the card works fine on 256 color mode, but displays strange artifacts on the title bars of windows when put into 16 or 32 it color, or when displaying anything 3D. I've tried it in two different computers and get the same problem on both. Could this be a driver issue (i just downloaded the newest ones from ATI), or is it time to get a new card?

That sounds like it is the card to me, artifacts will happen from overheating or faulty GPU or RAM on the card.
