If I set my sound scheme to "no sounds" and click OK, then reopen the Sounds dialog, these three events have sounds assigned to them: Empty recycle bin, Feed discovered and Start navigation.

How do I turn them off permanently?

Click on the event for example Empty recycle bin, look down below under Sounds window and click on down button - click none / will disable all sounds to that event.
