Defragmentation and free space

Hi all,

I have a D partition with more than 60GB free and C partition that needs expanding. But when I try to shrink the D partition, I can't get more than 9.8GB because files are scattered along that partition. Defragmenting didn't help.
Anyone knows an application that could re-arrange files - move it so that I can use that free space for expanding my other partition?
